The FDNY responds to more than two million calls each year. Many of these responses are in high-rise buildings.
The information presented will assist Firefighters, Line Officers, Fire Chiefs, Building Managers and Fire Engineers create solutions to problems unique to high-rise buildings.
During the Department’s 143-year history, we continue to develop more advanced procedures, tools and training.
FDNY Chief Officers currently operating as Incident Commanders will provide these lifesaving lessons and techniques.
The Wind-Driven Fire Study was supported by the U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) Assistance to Firefighters Grant (AFG) for Firefighter Safety Research and Development. The study was a partnership project led by Polytechnic Institute of N.Y.U., the New York City Fire Department and the National Institute of Standards and Technology (NIST).

Attendees may wear their department's dress uniform or business casual.

Overview of the unique features of high-rise buildings from construction to occupancy. Lecturer: Manhattan Borough Commander, Chief Michael Weinlein
10:00 – 12:00
Emergencies during construction phase; crane collapses, scaffolding collapses and inspection procedures. Lecturers: Deputy Chief James Daly; Deputy Chief James Hodgens; and Assistant Chief of Fire Prevention, Chief Richard Tobin

Use of the building’s systems; alarm panel, elevators, HVAC, communication and water supply system, per NYC’s new building code. Lecturers: Brooklyn Borough Commander, Chief Edward Kilduff, Battalion Chief Thomas Meara

Strategy and tactics for the Incident Commander: Setting up the Command structure using the nationally recognized ICS. EMS Command operations resolving medical events. Description of Command interactions with OEM, NYPD, utility companies and other agencies. Lecturers: Queens Borough Commander, John Sudnik; Deputy Chief Thomas McKavanagh; and EMS Division Chief James Booth

Analysis of the FDNY’s high-rise firefighting strategies and procedures using actual fire events. Lecturers: Deputy Chiefs John Mooney and James Hodgens

Solving evacuation and medical problems in high-rise building, including a description of the new laws requiring Emergency Action Plans for a CBRNE event. Lecturers: Assistant Chief of Fire Prevention, Chief Richard Tobin and an EMS Chief Officer

Discussion of the FDNY high-rise “Wind-Driven Fire Study.” An in depth look at the new solutions developed by FDNY specifically for high-rise buildings; high-rise nozzle, fire blanket, and fan use. Lecturers: Battalion Chiefs Jerry Tracy and Chief George Healy and Lieutenant John Ceriello
